Yes, GTA V has more customization, vehicles, weapons and a better map
But GTA 4 had more of a fun factor. It was super easy to get a Deathmatch or Race going on, with a full lobby. These days you'll be lucky to find a full match
Not to mention you could go in and out of buildings lol.
