Experimenting with sexual behavior at a young age. Does it still count as sex?

I've been thinking about this for years now and I'm curious to hear other people's opinion about this weird situation. If two people experimented with sexual behavior at a young age before they even knew better and before they hit puberty, does it count as sex or is it just playful curiosity? This includes touching each others body parts and sorta sticking body parts into each others body parts. No thrusting, no sucking, no masturbating, and obviously no cumming because they are to young to do so.

I ask this because well, let's just say this may or may not have happened to me and a friend a long time ago.
