I never realised there´s a difference between a dutch blonde and an american blonde as long as they´re not talking (which is kinda rare in a picture).
Besides cutural differences (what make-up is acceptable, weight, etc) there are also some small differences in looks. It depends on which people (Germanic, Slavic, Iberian, Roman, Arabian, etc.) or maybe even which tribe (Saxons, Franks, Normans, Teutons (the tribe, not the Teutonic order, which was an order of knights), Goths, etc.) your ancestors belonged to. Since certain areas only allow certain combinations, or at least they did in the past, most peoples have some distinct details.
Most dutch people probably have Frisian, Saxon, Frankish and a bit of Roman blood in their bodies.
The English probably have some Pictish, Celtic (don't ask me the names of individual tribes), Roman, Angle, Saxon and Norman blood.
Even though I'm not sure about Celts in the Netherlands, I can tell you that the Dutch never acquired the genes that gave the picts their looks, while the English had every opportunity to do so during history.
