divorce law and following relationships

so we got into a moral discussion at work on friday as the day was unwinding....
it went something like this. one of the guys i work with met a girl, she is 20 years old, and is going through a divorce from her highschool sweetheart.since we are in california, the divorce has a 6 month waiting period once the paperwork is filed for the divorce to be finalized. now bein in the military, as some of you know, adultery is a chargeable offense, and in the corps it is looked upon to be an offense comparable to ******. its just that serious. anyways her divorce is going to be finalized before this month ends. the marrage is long since over in both parties eyes, but they are still legally married until that happens. now my question is, is it wrong of them to begin seeing eachother romantically right now, before the paperwork is final? or is it just red tape bullshit and is it morally perfectly fine for them to begin seeing eachother now? we had very heated arguements for both sides, so i wanna hear your takes on this.
