I am trying to ID this woman in the blue dress from a Dancing Bear video, "Club Sucking" (2013) ... video id is db11453. She seems to have an Unique tattoo above her left breast. Any ideas?

That was who I thought it was, as well. I was waiting for someone else to confirm it, and you did just that. In 2013, she appeared in a Money Talks episode called, "Pussy Love". She was asked what her name was in the boutique, and she said, "Samantha". Most characters in Money Talks episodes use their real first names, so that could be her name.
