Hand-to hand? Norris in about 10 seconds. I wish both of their movies had been a lot better, but it was the age they acted in. But Norris was (is) no fake when it came to martial arts skills.
In terms of movies made, Bronsons early work (Dirty Dozen, The Great Escape, Once Upon a Time in the West, The Magnificent Seven) beat the shit out of everything Norris made, combined. It's just that, to me, Bronson is forever tainted by those godawful Death Wish movies.
