can anyone identify this late 90s star?

Hello! Can anyone identify this girl? I took this from a scene with Tom Byron...no idea what the film is, just tacked on the end of a tape I recorded from a cable channel in the late 90s,...would love to put a new to the face after all these years. Not the most flattering shot of her but hopefully someone will know her...any links to further work would be awesome too! Thank you for your help!
