It shows up in Yandex but is a deleted Instagram video. (In Yandex, click on select crop area button and select only the image; don't include the blurred portions on either side.)
Yeah, this is as far as I could get also. I even tried joining the telegram group that shows up in some versions of this image and after translating lots of messages from russian to English, still nothing. I think I'll have to concede defeat on this one.
