So if the riddler is ruled out then who does that leave? Nolan wouldn't use villains that border on sci-fi like Mr. Freeze and Croc. I guess that leaves the penguin. Booooring!

The villain should be the Gotham police with the woman who would be catwoman playing some part but not as a major villain.
