It's a Sphynx cat. They breed them to be hairless to cut done on allergies but they still shed skin so it doesn't always work. The scary thing is that thats what all cats would look like if their hair fell out.

And yes I totally agree that they shouldn't have eber been made. Freaky little bastards.
