AdultEmpire.com is restricting *areas* from purchasing vids (or at least VOD). Not individuals. *Areas* *Towns*. Why? Not because of community guidelines or inappropriate use. Because they are considering certain areas "High fraud" They do not take customer history into account. There is no way to allow an individual to purchase from them if they live in a high fraud area. (Other than purchase outside the area)
