There's only one solution: Guns. We're going to need lots of guns.
Guns require skill and bullets and can be easily taken from you by your 'intended target'.
A precision missile with a large payload, however.. that's fire-n-forget. I'd say you could solve a good bit of overpopulation, land values, poverty-fees and crime in just a few minutes. Unintended targets would be affected, sure. But desperate times require desperate measures. Unless you dont actually MIND people running around acting a fool, raising fools and .. I dunno.
