The US government spends heaps of cash and uses loads of assets on things that have no genuine advantage to the administration in general. In any case, they have done this for a considerable length of time, so it is the same old thing. It has nothing to do with ham radio being an "administration" (which it never has been) instead of a "side interest" (which it generally has been).
To the extent ham radio being overwhelmingly a leisure activity for 60+ white guys, this is likely valid. In any case, by far most of individuals more than 50 are white, with the goal that just makes sense. It has nothing to do with racial disparity in ham radio, or some other kind of bad form.
