I live in the UK. On the Front Page of the FreeOnes board is a free 30 minutes. I have signed up for THAT, but was not asked for any credit card details and have an account there with 0 minutes.
Either it does not work, thats one possibility, or the other possibility, which is probably likely, is that it is not obvious and I have missed something along the way from signing up and registering, in order to unlock 30 FREE minutes.
