rep power

Is there some sort of an algorithm that determines rep power? The way it adds up is interesting, never in proportion. Like i noticed if i got rep from a member with high rep , the rep goes up more in comparison to someone with a lower rep. Why is that so?

How does the 'rep power' (under the avatar) system work? I did a search but couldn't find anything.

ok i think everything has been explained many times but i still have not seen this question. how many times do i have give out rep points before i can give a person RP for a second time?
