rep points

Can someone tell me how the Rep Points system works? I had some points a while back (no idea how I got them) and now they gone. how do i get them, and how to I give rep?

How does the 'rep power' (under the avatar) system work? I did a search but couldn't find anything.

ok i think everything has been explained many times but i still have not seen this question. how many times do i have give out rep points before i can give a person RP for a second time?
