Yeah I'm not sure why her webmaster even bothered with a redirect. I can only imagine it must be setup to block whole domains and or IP ranges. It's so simple to get around so it's not very effective.

You could try hidemyass.com which is a proxy site and it will then allow access to the site. Not sure why the web admin setup redirection but it's not your end. The web site redirects certain IP ranges or domains to the balloon site.
