I keep seeing that thing too. I'm a HALO fan, and I think it might be a fan fiction animation of the Elites in the game. The female in the picture looks like she has a "split-jaw," which is a slang term humans use to refer to these types of aliens. Not 100%, but I think it's a damn good...
