It's a bit of a pain negotiating the rep system. If you give someone rep then you can't give that person anymore rep until you've given rep to a certain number of other people, I'm not sure how many it is though. You can also only give out so much rep in a 24 hour period, again I'm not sure how much.
It's probably to prevent people from abusing it and giving out unduly large amounts to their friends. Hope this explains it well enough.
