1) You are linking an article that still refers to Trump as the Republican nominee.
2) There is not enough information in the piece that would allow anyone to ascertain if there aren't enough American workers that could be hired.
3) It is completely reasonable to expect that a service, hospitality oriented business might employ some foreign nationals that speak languages other than English as the clientele are not all English speaking.
Americans that are multilingual generally aren't seeking to be employed as servers, hostess and wait staff.
That brings us to the next topic:
As long as wages are too low to get by, you cannot blame US citizens not to take those jobs.
Solution: Make those jobs fair-paying. It works elsewhere, you know.
