I think the smelling and wanking to them is pretty weird but there is nothing wrong with noticing and liking that a woman's feet look nice.
I'm not into feet per se but I don't like ugly ones, I notice good looking ones and I think it's sexy when women take care of them.
Nothing says skank like filthy, un-kept, rank looking feet on a woman IMO.
