I think its safe to say the answer to your first question is yes. The last PHGC party was in late 2019 but they were already reducing the number of parties from 12 to 4 a year well before that. Same with DSO parties.
If you look up the old euromaxx Barbara Summer blog via the wayback machine you get a behind the scenes look at what really went on at both PH and DSO parties for which she attended and participated in. DSO was mainly made up of pornstar actresses, hence the lack of condoms early on, but there were many times that amateurs were seduced at these parties too which have been discussed many times throughout this thread.
