Speaking from a woman's perspective, for me it's not just about speed or length of time, it's about pressure. Pressure on the pubic bone and whole pubic area as well around the clit. Maybe try fingering her with one hand and with the heel of the palm of your other hand try massaging that against her pubic bone in hard, slow rotations. Might not work for all women, but it works for the ones I have talked too.
